Description
Request to authorize the City Manager, or his designee, to execute an amendment to Master Agreement 156754 with Okland Construction Company, Inc. to authorize execution of a Job Order Agreement in an amount not to exceed $6 million for the Police Property Warehouse Renovations General Obligation Bond project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The Job Order Agreement amount will not change the original Master Agreement Council-approved not-to-exceed amount.

Summary
The purpose of this project is to construct a new 1,600 square foot Administrative Building, perform site work modifications to include, but not limited to: drywall, parking and Americans with Disabilities Act modifications, security, asphalt/drainage, and miscellaneous renovations/repairs of existing property warehouse.
This amendment is necessary because the use of the Job Order Contracting (JOC) construction services contract allows the City to address the timeline requirements and specialized aspects of the project. This amendment will allow for issuance of a Job Order Agreement to Okland Construction Company, Inc. for an amount not-to-exceed $6 million for the Police Property Warehouse Renovations (General Obligation Bond) project.
Contract Term
There is no impact to the original Master Agreement term. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The initial master agreement for Job Order Contracting Services was approved for an amount not to exceed $15 million, including all subcontractor and reimbursable costs. An amendment increased the Master Agreement by an additional $20 million, for a new total not-to-exceed $35 million, including all subcontractor and reimbursable costs.
Funding for this amendment is available in the Police Department's Capital Improvement Program budget utilizing General Obligation Bond funding. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.

- The City Council approved General Construction Job Order Contract Services Master Agreement 156754 (Ordinance S-48850) on July 1, 2022; and
- The City Council approved General Construction Job Order Contract Services Master Agreement 156754 Amendment (Ordinance S-50515) on January 24, 2024.
