Request to authorize the City Manager, or his designee, to enter into contract with Keogh Health Connection, to provide as-needed Health Care Connection Services. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $100,000.

Summary
The City Council declared a local emergency due to the COVID-19 pandemic on March 20, 2020. On March 27, 2020, the federal Coronavirus Aid Relief and Economic Security (CARES) Act was signed into law to address the economic decline resulting from the COVID-19 pandemic in the United States. The City of Phoenix's CARES Act Coronavirus Relief Fund (CRF) allocation was $293 million to support the City's pandemic response of which $75 million is for community investment.
The City of Phoenix is seeking to mitigate impacts to vulnerable populations using CARES Act funding to provide services which help individuals who have lost their jobs or health care benefits due to the Coronavirus pandemic. The Contractor will provide outreach services to various sectors such as the hospitality industry (hotel/motel, restaurants) and local small businesses. Through these services, the City's goal is to raise awareness and provide residents connections to health insurance options in the market.
Procurement Information
A Request for Qualification RFQu 21-005 for Health Care Connection Services, was conducted in accordance with Administrative Regulation 3.10, with the intent of establishing a Qualified Vendor List (QVL) of vendors to provide Health Care Connection Services. The solicitation was issued to 807 vendors and was posted on phoenix.gov. One offer was received by the Procurement Division on Sept. 18, 2020. The proposal was deemed to be a responsive, responsible offer to the specifications and minimum qualification criteria stated in the solicitation.
The Deputy Finance Director recommends the offer from Keogh Health Connection be accepted as a responsive and responsible offer.
Contract Term
The initial contract term of the contract will expire on Dec. 31, 2020. Provisions of the contract may include an option to extend the term up to two years, in increments of up to one year, which may be exercised by the City Manager or designee.
Financial Impact
The aggregate contract value will not exceed $100,000. Funding will be provided through the City of Phoenix's CRF. There is no impact on the General Fund.
