Description
Request to authorize the City Manager, or his designee, to enter into an agreement with Irth Solutions, to provide an enterprise solution software for the purpose of "811 One Call" (formerly Arizona Blue Stake) ticket management and mobile workforce management. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $158,500.

Summary
The purpose of this contract is to provide Irth Solutions Utilisphere software that will allow the Water Services Department (WSD) to receive real time data, dashboards and reporting that will allow staff to efficiently address workload and ticket management for utility locating services. Arizona state law requires underground utilities must be marked before any type of excavation can occur.
The direct selection is necessary because while other companies offer similar software, only Irth Solutions provides functionalities including damage prevention, claims management, right-of-way management, field workforce data collection and analytics that satisfy the department's needs. Utilisphere is proprietary software provided solely by Irth Solutions, LLC.
This item has been reviewed and approved by the Information Technology Services Department.
Procurement Information
The selection was made using a direct selection process set forth in City of Phoenix Administrative Regulation 3.10. A direct selection was made because of the unusual nature of the goods or services that require a specific vendor, which makes a competitive selection impracticable, unnecessary or contrary to the public interest, but which is not an emergency.
Contract Term
The term of the agreement is five years and shall begin on or about April 1, 2020.
Financial Impact
The agreement value for Irth Solutions will not exceed $158,500. Funding is available in the Water Services Department's Operating budget.
