This request is for a new liquor license for a convenience store that sells gas. This location was previously licensed for liquor sales and may currently operate with an interim permit.

Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:
“I serve as an agent on numerous liquor licenses in Arizona. I have been fingerprinted and background checked. I have had Title 4 liquor training and have practiced as a liquor law attorney for almost 30 years. I have completed all required paperwork and have submitted same to the Arizona Department of Liquor and city of Phoenix.”
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“This is an application for a series 10 beer/wine license at a location that had an existing license of the same series. This location has met all elements required to prove publice convenience (it offers gas and has a convenience store in a clean and safe environment) when the previous license was granted at this location serving the best interest of the community was established (the commercial and residential population requires the services offered, the business is compatible with the area's other businesses, store hours meet community needs. The continuing business will not impact vehicular traffic and no schools within 300 feet.”
