Description
Request authorization for the City Manager, or his designee, to enter into a contract with OpenGov, Inc. for the migration of data and hosting of the City's Open Data Portal in an amount not to exceed $190,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
In an effort to enhance government transparency and provide useful data to the public and businesses, the City of Phoenix has implemented an Open Data Portal. The portal provides open data in areas such as public safety, transportation, finance, energy and sustainability, libraries, parks, and arts and culture. In an ongoing effort to improve open data offerings, the City is moving forward with a redesign of the portal, which will make the data available in a variety of industry-standard formats. The solution will be a cloud-based platform that simplifies or eliminates on-premise storage, infrastructure, indexing, retrieval, data management and presentation.
Procurement Information
On Sept. 2, 2016, the Information Technology Services Department issued RFP No. ITS 17-101, Open Data Initiative, in accordance with City Code. Nine proposals were received and reviewed by an evaluation committee based on proposal requirements and the evaluation criteria stated in the Request for Proposals. OpenGov, Inc. was recommended by the committee as the highest scoring offeror.
Contract Term
The contract for implementation and migration is for a one-year term, beginning on or about Feb. 1, 2017. Annual maintenance and support will continue annually, as long as it is in the City's best interest.
Financial Impact
The initial term of the contract is for an amount not to exceed $190,000. Funds are available in the Information Technology Services Department's Capital Improvement Program budget using various enterprise, special revenue, and general funds.
