Description

Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with Aqua-Serv Engineers, Incorporated to provide cooling tower water treatment services for the Public Works, Water Services, and Phoenix Convention Center departments. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $5,245,379.

Summary

This contract will provide chemicals, testing, cleaning, replacement parts, and repair services necessary to maintain water treatment systems associated with small, medium, and large cooling towers, heating hot water systems, and condenser water loops. These services are necessary to treat and remove dissolved and suspended solvents to prevent them from recirculating within the cooling systems. Proper water treatment helps to prevent excessive scale buildup, maintain system efficiency, and protect equipment from premature deterioration.

 

Procurement Information

An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.

 

Two bidders submitted bids deemed to be responsive to the posted specifications and responsible to provide the required services. Following an evaluation based on price, the procurement officer recommends award to the following vendor:

Contract Term

The contract will begin on or about October 21, 2026, for a three-year term with two one-year options to extend.

 

Financial Impact

The aggregate contract value will not exceed $5,245,379. Funding is available in the Water Services, Public Works, and Phoenix Convention Center departments operating budgets.
