Request to authorize the City Manager, or his designee, to execute Amendment 1 to Contract 142738 with Water Works Engineers, LLC, (Scottsdale, Ariz.) to increase the contract limit by $320,000 to provide continued construction administration and inspection services in support of the Job Order Contracting (JOC) Engineering Support Program for the Sub-Regional Operating Group (SROG), 91st Avenue Wastewater Treatment Plant. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
Water Works Engineers, LLC, will perform design and construction administration and inspection services on an as-needed basis to support multiple planned rehabilitation, replacement, process optimization and facility rehabilitation projects. Individual projects are identified by City staff and will differ in size, scope and complexity. Water Works Engineers, LLC, is required to manage projects in all phases simultaneously and to coordinate their efforts with City staff and the City's designated JOC Contractor.
The facility is owned by the Sub-Regional Operating Group and operated by the City of Phoenix.
Procurement Information
Water Works Engineers, LLC, was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes. The City entered into Contract 142738 on Sept. 27, 2016.
Contract Term
The term of this contract is for three years with two one-year options to extend, for a total of five consecutive years. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination for work in progress. No additional contract work scope changes may be executed after the end of the contract term.
Financial Impact
The contract limit shall be increased by $320,000 for a new contract value of $775,000, which includes all subconsultant and reimbursable costs. Funding is available in Water Services Department's Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination. The contract limit over the life of the contract shall not exceed $1,600,000.
Concurrence/Previous Council Action
City Council approved Contract 142738 on June 1, 2016, in the amount of $455,000 for the first year of a three-year term.
