Description

Request to authorize the City Manager, or his designee, to execute amendments to Master Agreements 156749 with HITT Contracting, Inc.,156750 with Caliente Construction, Inc., 156751 with Chasse Building Team, Inc.,156753 with McCarthy Building Companies, Inc. and 156754 with Okland Construction Company, Inc. to increase each Master Agreement by $20 million to provide additional General Construction Job Order Contracting services citywide, and to authorize execution of a Job Order Agreement to Master Agreement 156749 with HITT Contracting, Inc. in the amount up to $4 million for the Burton Barr Fire Alarm System Replacement project, authorize execution of Job Order Agreements to Master Agreement 156751 with Chasse Building Team, Inc. in the amount up to $4.5 million for the Camelback Properties HPDP General Obligations Bond project, up to $2.4 million for the Telephone Pioneer Park Renovations General Obligations Bond project, and up to $12 million for Foothills on the Preserve and Santa Fe Springs Housing General Obligations Bond projects, authorize execution of Job Order Agreements to Master Agreement 156753 with McCarthy Building Companies, Inc. in the amount up to $5 million for the Esteban Park Recreation Center General Obligations Bond project, and up to $3 million for Esteban Park Partial Renovation project. Further request to authorize the execution of amendments to the master agreements as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The additional total fee for all services included in these amendments will not exceed $20 million each.

Summary

The contractors' services will be used on an as-needed basis to provide Job Order Contracting Services citywide, including general building and site construction, remodeling, new building construction, re-roofing, HVAC installation, site enhancements, painting, improvements, and project-related design work.

 

These amendments are necessary because the volume of work under these contracts continues to increase, and the available capacity for each contractor is being utilized faster than anticipated. The contracts will also support General Obligation Bond projects. The additional expenditure authority will provide sufficient capacity to complete Capital Improvement Program and General Obligation Bond Program projects for multiple City departments.

 

Contract Term

The terms of the Master Agreements remain unchanged from the original Notices to Proceed. Work scopes identified and incorporated into the agreements prior to the end of the applicable terms may be agreed to by the parties, and the work may extend beyond the termination dates of the agreements. No additional changes may be executed after the end of the applicable agreement term.

 

Financial Impact

  • The initial Citywide General Construction Job Order Contracting Services agreements were approved for amounts not to exceed $15 million each, including all subcontractor and reimbursable costs.
  • An amendment subsequently increased the expenditure authority by $20 million for each agreement, resulting in amounts not to exceed $35 million each, including all subcontractor and reimbursable costs.
  • These amendments will increase the expenditure authority by an additional $20 million for each agreement, resulting in new total amounts not to exceed $55 million each, including all subcontractor and reimbursable costs.

 

Funding for these amendments is available in the Capital Improvement Program and operating budgets of the applicable City departments. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to the agreement limits for all services rendered under the agreements, which may extend beyond the agreement termination dates.
