Phoenix Convention Center Exclusive Event Utility Services - Requirements Contract - RCS PCC 26-0218 - Request for Award (Ordinance S-53154) - Districts 7 & 8

 

Description

Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with Commonwealth Electric Company of the Midwest, to provide exclusive event utility services, including electric service, non-potable water supply, and compressed air to clients. Further request to authorize the City Treasurer to accept, and the City Controller to disburse, all funds related to this item. The gross sales for the contract are estimated to produce $16,424,000 over the five-year aggregate term, resulting in approximately $7,391,000 in revenue to the City.

Summary

This contract will provide exclusive event utility services to licensed clients of the Phoenix Convention Center Department (PCCD). A key component to PCCD's vision is to maintain its distinctive brand identity by offering premium level services. These utility services support this vision as a critical component of PCCD’s overall event operations by ensuring PCCD meets the technical requirements of modern events. In exchange for the exclusive rights to provide these utility services, the successful respondent will provide PCCD with commissions from the revenue-generating activities conducted at the Phoenix Convention Center (PCC).

 

Procurement Information

A Revenue Contract Solicitation procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.

 

One vendor submitted a response and was evaluated after deemed to be responsive and responsible.

 

The evaluation panel recommendations were reached by consensus in consideration of published selection criteria with total points ranging from 0 - 1,000:

Contract Term

The contract will begin on or about October 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The Contractor will pay 45 percent of gross sales in revenue to the City. The estimated total value for this contract is $16,424,000 over the five-year aggregate term, resulting in approximately $7,391,000 in revenue to the City.
