Description

Request to authorize the City Manager, or his designee, to enter into a contract for IAPro Solution Software Application Maintenance and Support Services with CI Technologies, Inc.  Further request authorization for the City Controller to disburse all funds related to this item.

Summary

This contract will provide maintenance services for the IAPro Professional Standards Solution software for the Phoenix Police Department's Professional Standards Bureau (PSB). The IAPro Solution Software maintains all data obtained through the course of the PSB responsibilities, including but not limited to misconduct investigations, citizen complaints, commendations, inspections, and audits. IAPro includes two adjunct applications, BlueTeam and EIPro. BlueTeam is used in the field by officers and supervisors to accept, assign and track internal and external complaints. EIPro provides employee data monitoring and alerts the department and supervisors of any behavioral trends occurring with employees. The tracking of such information and identifying of behavioral trends follows the US Department of Justice best practices for 21st Century Policing. The IAPro Solution Software and its adjunct applications improve internal processes such as document organization, case management, accountability tracking, record retention and internal/external reporting. The information maintained by the IAPro Solution Software and its associated applications may also be used by other divisions, such as City Prosecutor, Court Services, and City Auditor for statistical purposes, answering public record requests, and for maintaining data on items such as citizen inquiries, vehicle incidents, and pursuit incidents.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a Determination Memo citing continuity of service. PSB purchased the IAPro Professional Standards Solution software in 2007 and the software has been the only records management database for the PSB since its implementation.  A new procurement process to replace the system would severely disrupt services provided by the PSB due to the time and cost of both the historical data transfer and the training of staff (sworn and civilian) within the Police Department and all user departments.

 

The Deputy Finance Director recommends that the contract with CI Technologies, Inc. be accepted.

 

Contract Term

The five-year contract term shall begin on or about May 1, 2017.

 

Financial Impact

Expenditures against this contract shall not exceed $85,000 (including applicable taxes), with an estimated annual expenditure of $17,000.  Funds are available in the Police Department's budget.
