Description

Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with the Los Angeles Organizing Committee for the 2028 Olympic and Paralympic Games, regarding the City's participation in hosting the 2028 Olympic Torch Relay and associated cauldron lighting community event. At this time, there is no expected direct expenditure of City funds.

Summary

In the Summer of 2028, the Games of the XXXIV Olympiad, led by the Los Angeles Organizing Committee for the 2028 Olympic and Paralympic Games (commonly known as LA28), will take place in the United States. The Olympic Torch Relay is a unique part of the Olympic Games and plays a key role in expressing the Olympic ideals of peace, enlightenment and friendship, emphasizing the best aspects of humankind. The Olympic Torch Relay also serves to build shared excitement and anticipation for the Olympic Games throughout the host country. The Olympic Torch Relay culminates at the Opening Ceremony in Los Angeles, where the flame first lit in Olympia is used to dramatically light the Olympic Games cauldron. The flame serves as a summons for the Olympic Games as it makes its way to the host city. For the first time ever, the Olympic flame will visit all 50 states and for most people viewing or participating in the LA28 Olympic Torch Relay as it crosses the United States will be the closest they come to experiencing the Olympic Games.

 

The Olympic Torch Relay would take place on City of Phoenix streets. In order for the City to participate in the Olympic Torch Relay, LA28 has requested contract with the City of Phoenix. This contract will address the City's support for the events and a commitment of general government services at no cost to LA28, including, but not limited to, permitting, licensing and plan reviews; facilitating LA28 branding, decor, signage and street pole banners; marketing and promotion; providing a dedicated citywide liaison for establishment & management of a Community Task Force; parking for convoy vehicles; street transportation and traffic coordination; public safety support and emergency preparedness services including emergency medical services at no cost; vending enforcement; address ambush marketing to the extent permitted by law; street cleaning, sanitation and solid waste management services; and use of certain City-controlled venues at no cost for official LA28 events.

 

A Cauldron Lighting event celebrating the arrival of the flame in the City and marking the end of the Olympic Torch Relay in Phoenix will take place at an appropriate and suitable venue in the City of Phoenix. These events would take place in the Summer of 2028 on a date mutually agreed upon with the City and LA28 prior to the Olympics Opening Ceremony.

 

Additionally, the City Manager requests authorization to include mutual indemnification and assumption of liability provisions in agreements for this event that would otherwise be prohibited by Phoenix City Code Section 42-18.

 

Contract Term

The contract will begin on the date of the final party signs the agreement and will expire on or about December 31, 2028, with no options to extend.

 

Financial Impact

At this time, there is no expected direct expenditure of City funds.  If the City will expend more than $31,999.99 on this contract, the City Manger will request additional funding authorization.
