Description

Request to authorize the City Manager, or his designee, to enter into a contract with Arizona Correctional Industries to supply Water Meter Locking Devices and related tools to the Water Services Department Water Meter Division. Further request to authorize the City Controller to disburse all funds related to this item. The aggregate value of the contract will not exceed $25,000.

Summary

Water meters are used by the Water Services Department to measure drinking water usage for approximately 433,000 metered accounts. Water meter locking devices, curb stop valve keys, and related tools are essential items used by the Water Services Department to ensure that water meter accounts can be locked and secured when necessary.

 

Procurement Information

Solicitation RFQ-1819-WMD-260 was conducted in accordance with Administrative Regulation 3.10. Two quotes were received:

 

Arizona Correctional Industries: $3,955.50 (total extended cost of the line items)

Fortiline, Inc.: $22,735.34 (total extended cost of the line items)

 

The quote from Arizona Correctional Industries is comparable to historic pricing. Therefore, the Procurement Officer recommends acceptance of the quote from Arizona Correctional Industries as the most responsive and responsible bidder that is the most advantageous to the City.

 

Contract Term

The contract term is for five years effective Dec. 1, 2019 through Nov. 30, 2024.

 

Financial Impact

The aggregate value of the contract will not exceed $25,000. Funding for this contract is available in the Water Services Department's Operating budget.
