Description

Request authorization for the City Manager, or his designee, to enter into a contract with Application Specialists, LLC; CE Wilson Consulting, LLC; Envision, LLC; Intraedge, Inc.; Kolla Soft, Inc.; and Scott Business Group, LLC, to provide professional Information Technology (IT) project management and business analysis services on an as-needed basis, for a total amount not to exceed $5 million. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

As technology is implemented, updated, and streamlined, professional project managers and business analysts are needed to ensure that projects meet the necessary business requirements, and that they are completed on time and on budget. Because the number of citywide IT projects can vary over time, the City utilizes contract project managers and business analysts to augment staff. This model provides flexibility, and also allows the City to select project managers and business analysts with skill sets and experience specific to the IT project being undertaken. Historically, the Information Technology Services Department has released a solicitation each time a project manager or business analyst was required, which is less efficient due to the additional time and work required in conducting multiple procurements. This request is to allow project managers and business analysts to be selected from any one of six vendors, which will help ensure selection of the best candidate for each project and significantly streamline the process.

 

Procurement Information

The six vendors were selected through a competitive procurement in compliance with City policy and code, and utilizing the Information Technology Professional Services Qualified Vendors List. In November 2016, 15 vendors in the project management and business analysis categories were invited to participate in this professional services requirements contract. Seven vendors responded and were evaluated by a panel, which recommended six of the seven vendors.

 

Contract Term

The initial contract will be for three years beginning on or about Feb. 1, 2017 and ending on or about Jan. 31, 2020, with two one-year extensions to be exercised if in the best interest of the City to do so. 

 

Financial Impact

The contracts will be used on an as-needed basis, in an amount not to exceed $5 million, inclusive of all extensions. The annual amount is expected to be $1 million, based on the historical usage of contracted project managers and business analysts.
