Summary
School Readiness Outcomes
Head Start Program Performance Standards require the City of Phoenix, as the Head Start Grantee, to provide its governing board data on health, program operations, family engagement, family services and children's educational outcomes annually. The outcomes provided are based on two areas of focus: child outcomes and family outcomes. For the 2020-21 school year, the outcomes are provided in Attachments A through F.
Child Outcomes
School Readiness data is collected and analyzed three times per year using the Arizona Department of Education required Teaching Strategies Gold assessment tool. The first reporting period occurs at the end of the first six weeks of the school year (Time 1), the second is in the middle of the school year (Time 2), and the third occurs at the end of the year (Time 3). This data is used by Head Start Birth to Five staff to determine the professional development needs of the Education Service Provider's and Child Care Partner's instructional staff to create learning experiences that meet the developmental needs of children.
Attachments A and B illustrate the growth of infants and toddlers (ages zero to two) enrolled in the Early Head Start-Child Care Partnership and Home-Based programs. It should be noted that when children turn three years of age, they are no longer eligible for Early Head Start and transition to Head Start preschool or other types of local preschool programs. These vacancies are filled with children entering mid-year who may not have had the opportunity to participate in an educational environment prior to enrolling in Early Head Start. So, at times, data from the first period to the third may not show progress in some developmental areas. Attachment C illustrates the growth of children (ages three to five) in the preschool program.
Family Outcomes
The strength and stability of families are essential to advancing School Readiness for children. Data related to family outcomes is based on a family's vulnerable area(s), identified through the Family Outcomes Profile. Caseworkers work with families to develop Family Partnership Agreements that contain goals related to improving identified vulnerable areas. Attachment D illustrates the progress of families enrolled in the Child Care Partnership. Attachment E illustrates the progress of families in the Home-Based program. Attachment F illustrates the progress made by families in preschool.
Program Information Report
The Office of Head Start requires the City of Phoenix, as the grantee, to submit a Program Information Report annually. This report provides comprehensive data on the services, staff, children, and families served by the Early Head Start and Head Start programs. The data collected is used to make informed programmatic decisions, identify children's school readiness progress and measure family outcomes. Attachment G identifies Fiscal Year 2020-21 data for the Head Start Birth to Five program, the state of Arizona, and nationally.
