Title

Authorization to Amend Ordinance for the School Resource Officer Services (Ordinance S-53166) - Citywide

Description

Request the City Council to amend Ordinance S-53058 to grant an exception pursuant to Phoenix City Code 42-20 to authorize inclusion of indemnification and assumption of liability provisions that otherwise would be prohibited by Phoenix City Code 42-18.

Report

Summary

On June 17, 2026, the Phoenix City Council approved Ordinance S-53058 to allow the Police Department to enter into Intergovernmental Agreements with various school districts and charter schools at the school district's or charter school's request for placement of School Resource Officers (SROs) and Retired School Resource Officers (RSROs). These agreements are for the 2026-2027 school year. These agreements include language regarding mutual indemnification. This amendment would authorize the City Manager to allow indemnification provisions in the agreements that would otherwise be prohibited by Phoenix City Code § 42-18.

Contract Term

The terms of the agreements remain unchanged.

Concurrence/Previous Council Action

Ordinance S-53058 was previously approved at the June 17, 2026, City Council Meeting.
