Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:
“I am actively engaged as a liquor agent in Arizona and have completed all relevant liquor law trainings. The licenses on which I am an agent on have never received a liquor law violation. I stay up to date on new changes to Arizona's liquor laws and licensing requirements and understand the responsibilities associated with representing and serving clients with liquor licenses. I am committed to maintaining compliance with all applicable laws and regulations. I also ensure that my clients and their employees remain informed and up to date on applicable liquor laws, licensing requirements, and compliance responsibilities.”
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“The golf course currently has a Series 6 liquor license, which serves the public convenience by providing recreational, dining, and social opportunities for its members, guests, and the surrounding community. By providing food and beverage opportunities, including alcoholic beverages, on site the public convenience is served by supporting the golf course's ongoing operations and its role as a recreational and social gathering place within the community.”
