Description
Request to authorize the City Manager, or his designee, to enter into contracts with Andrus Properties Inc.; BIO-Janitorial Service, Inc.; BWC Enterprises Inc. dba Woodruff Construction; J.P. & Sons Contracting, Inc.; Kowalski Construction Inc.; Pacific Federal Construction, LLC; RCI Property Enterprises, LLC; SDB, Inc. dba SDB Contracting Services; and Tusk Developers LLC to provide miscellaneous building repair services for the Parks and Recreation, Library, and Housing Departments. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $6 million.

Summary
These contracts will provide all labor, supervision, materials, replacement parts, supplies, tools, transportation, equipment, architectural stamped plans as needed, and any/all necessary permits and incidentals required to provide comprehensive general maintenance and repair services for City-owned and/or maintained facilities and properties. Establishing a Qualified Vendor List (QVL) allows for a timely and successful execution of services. The City’s usage is on an as-needed basis.

A Request for Qualifications was processed in accordance with Administrative Regulation 3.10 to establish a Qualified Vendor List (QVL).
Fifteen offerors submitted qualifications and 11 were deemed to be responsive and responsible. An evaluation committee of City Staff evaluated those offers based on the following minimum qualifications:

- Licenses and Qualifications
- Approach to Occupational Safety and Health Administration (OSHA) Safety and Staff Training
After reaching consensus, the evaluation committee recommends award to the following offerors:

- BWC Enterprises Inc. DBA Woodruff Construction
- J.P. & Sons Contracting, Inc.
- Kowalski Construction Inc.
- Pacific Federal Construction, LLC
- RCI Property Enterprises, LLC
- SDB, Inc. dba SDB Contracting Services
- Tusk Developers LLC
Contract Term
The contracts will begin on or about February 1, 2026, and will expire on January 31, 2031, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $6 million. Funding is available in the Parks and Recreation, Library, and Housing departments’ operating and Capital Improvement Program budgets.
