Contract Extension with 2020 COVID-19 Recovery Consultants, LLC for Public Health Advisory Services (Ordinance S-47155)
Description
Request authorization for the City Manager, or his designee, to (a) extend the term of the contract with 2020 COVID-19 Recovery Consultants, LLC for an additional six months until June 30, 2021, (b) to revise the scope to include compensation for all City health related services and to (c) add $200,000 of additional funds to continue providing professional consulting services on the City of Phoenix's public health efforts. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
On June 29, 2020, Gov. Doug Ducey signed Executive Order 2020-43: Pausing of Arizona's Reopening - Slowing The Spread of COVID-19, which prohibited organized public events of more than 50 people unless a city has approved the event, and only if adequate safety precautions are implemented, including physical distancing measures. In response to this Executive Order, the City of Phoenix developed a team comprised of staff from numerous departments to review permit applications for special events with over 50 individuals in attendance. In order to ensure adequate safety precautions are implemented, as required by the Governor's Executive Order, the City Council authorized staff to enter into contract with 2020 COVID-19 Recovery Consultants, LLC.
The 2020 COVID-19 Recovery Consultants have advised the City of Phoenix on special events applications, provided technical advice on reopening City facilities, assisted staff in redesigning workspaces and shared the most up-to-date guidance from the Centers for Disease Control (CDC) related to the COVID-19 pandemic. Staff requests this contract extension due to the continued prevalence of the virus and increased demand for the public health consultant’s services by city departments and community partners. Furthermore, the 2020 COVID-19 Recovery Consultants will provide additional assistance to staff through supporting the City’s ongoing pandemic response efforts and by guiding the implementation of public health precautions for future major events, large gatherings and the restoration of community services.
Contract Term
The initial contract term was for six months with an exemption from Phoenix City Code sec. 42-19 to the extent necessary to indemnify the contractor. The contract will be extended for six months until June 30, 2021.
Financial Impact
City staff is tracking all expenses related to the COVID-19 pandemic separately and regularly reporting these expenses to the City Council. The aggregate value of this contract shall not exceed $280,000. Funding will be provided through the City’s General Fund offset by the Coronavirus Relief Fund.
Concurrence/Previous Council Action
On Sept. 16, 2020, the City Council approved Ordinance S-46951 providing authority to execute a contract for $80,000 with 2020 COVID-19 Consultants, LLC for public health advisory services.
