Description
This report requests the Community and Cultural Investment Subcommittee, which serves as the Head Start Birth to Five Program Governing Board, authorize the Human Services Department to submit a carryover request of up to $5 million for the Head Start Birth to Five Program from the U.S. Department of Health and Human Services from Fiscal Year (FY) 2021-22 into FY 2022-23 and up to $5 million from FY 2022-23 into FY 2023-24 and amend contracts to move one-time monies to the Education Service Providers and Child Care Partnerships for necessary health and safety items.

Summary
The Head Start Birth to Five Program has unexpended funds from FY 2021-22 and FY 2022-23 and is requesting to carry over up to $10 million. Funds from FY 2021-22 were allocated for projects that were partially implemented during the fiscal year. These projects were not completed due to product delivery delays, materials on backorder and, in some cases, labor shortages. The carryover funds will be used to complete the projects in FY 2022-23. The funds from FY 2022-23 are from salary savings. Projects have been identified but, due to similar circumstances, estimated completion will take place in FY 2023-24. The carryover of funding is allowable under Head Start funding guidelines
Contract Term
The remaining two years of the five-year contract term are from July 1, 2022, to June 30, 2024.
Financial Impact
The grant funding comes from the U.S. Department of Health and Human Services. There is no impact to the General Fund.
Concurrence/Previous Council Action
The Head Start Birth to Five Policy Council approved the carryover request of up to $5 million from FY 2021-22 on March 13, 2023. The carryover request from FY 2022-23 will be presented for approval during the April 10, 2023, meeting.
