Description
Request to authorize the City Manager, or the City Manager's designee, to allow additional expenditures under Contract 155750 with IPSA Security Services, LLC to provide security services for the Phoenix Convention Center Department (PCCD). Further request to authorize the City Controller to disburse all funds related to this item. The additional expenditures will not exceed $100,000.

Summary
This contract will provide Uniformed Unarmed Security Services across the Phoenix Convention Center facilities, Symphony Hall, the Orpheum Theatre, and City-managed parking facilities. Services include 24-hour licensed security coverage and critical operational functions, such as staffing the Operations Center, conducting mobile bicycle patrols, performing fire watch and fire panel monitoring, monitoring access control and security systems, reporting incidents, and coordinating with first responders. The contract also provides overnight roving security, 365 days a year from 10 p.m. to 6 a.m. at the downtown garages located at 305 W. Washington Street, 310 W. Adams Street, and 303 N. 2nd Avenue.
An approved wage increase effective July 1, 2025, combined with expanded use of IPSA Security Services, LLC to support security needs at Tonto Yard, necessitates the request for additional spending authority.
Contract Term
The contract term remains unchanged, ending on June 30, 2027.
Financial Impact
Upon approval of $100,000 in additional funds, the revised aggregate value of the contract will not exceed $11,480,790. Funds are available in the Phoenix Convention Center Department’s budget.
