Community and Economic Development Department Update on Solicitations for the Disposition of City-Owned Property
Description
This report provides an overview to the Economic Development and Equity (EDE) Subcommittee on the Community and Economic Development Department's (CEDD's) recommendations for potential development and disposition solicitations for the upcoming year. CEDD staff will bring each individual property back to the EDE Subcommittee with full details for redevelopment options and the approach for disposition of the site prior to issuance of any Request for Proposals (RFP).

Summary
CEDD manages many of the solicitations issued to dispose of and redevelop City-owned property at key sites throughout the City. CEDD is evaluating multiple potential disposition/redevelopment solicitations and will bring each solicitation request for City Council consideration prior to issuance. Prior to requesting City Council’s authorization for any solicitation, staff will seek community input, collaborate with the City department that controls the site, obtain an appraisal, and conduct a yield study. As each business opportunity is brought forward to City Council, staff will propose minimum qualifications, business terms, and evaluation criteria.
The following sites are currently under review:
Four Corners - CEDD is working with the City's Neighborhood Services Department (NSD) on this approximately 12-acre site at the southwest corner of 24th Street and Broadway Road. The site has been identified as a priority for development by the community and could be developed as a neighborhood center with additional amenities for the community.
1st and McKinley Streets - The three vacant parcels located at the southwest corner of 1st and McKinley streets were most recently used for temporary parking for the Downtown Phoenix Farmers Market. Recent residential growth and other changes in downtown may have created an opportunity to consider alternative uses for the site.
19th Avenue and Montebello Park-and-Ride - The site, at the southeast corner of 19th and Montebello avenues, is a light rail park-and-ride located at the northern end of light rail’s first phase. With the completion of the first phase of the Northwest Extension (to Dunlap Avenue), the facility’s capacity can be significantly reduced, creating space for a new mixed-use development. CEDD will work with the Public Transit Department (Transit) to determine the appropriate number of park-and-ride stalls needed before developing a solicitation.
16th Street and Wier - CEDD is working with NSD on this approximately 3-acre site at the northwest corner of 16th Street and Wier Avenue. The site has been identified as a potential opportunity for affordable and/or workforce housing and could be repurposed to benefit workforce and healthcare opportunities for the community.
If demand and staff resources allow, additional properties could be brought forward including the NSD property located along Washington just east of 12th Street and the Aviation owned property located at the NEC of 13th Street and Jefferson Street.
