Description

Request to authorize the City Manager, or his designee, to access HGAC Contract FS12-19 and enter into participating agreements with Hughes Fire Equipment, Inc., Oshkosh Airport Products, LLC, Rosenbauer South Dakota, LLC, Rosenbauer Minnesota, LLC, Emergency Vehicle Group Inc., Redsky Fire Apparatus LLC, H&E Equipment Services, Inc., and Super Vacuum Manufacturing Co. Inc., to provide fire service apparatus to Public Works - Fleet Services in an amount not to exceed $21.5 million. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

These contracts will be used to purchase and replace various fire service apparatus units. Currently, the Phoenix Fire Department has identified 18 vehicles on the Fiscal Year (FY) 2020-21 replacement list for fleet that has exceeded the estimated life cycle. The list of vehicles scheduled for replacement includes pumpers, ladder tenders/ladders, and ambulances with excessive age, miles, maintenance costs, and high downtime which hinders the ability to provide services to Phoenix residents and Mutual Aid agencies. Purchasing these units through the HGAC contract will improve the ability to respond to life or death emergency situations, reduce maintenance costs, and allow the Fire Department to provide the level of service expected by our residents.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through competitive processes consistent with the City's procurement processes, as set forth in the Phoenix City Code, chapter 43.

 

The HGAC contract covers the purchase of Fire Service Apparatus (All Types) as required by Public Works - Fleet Services and was awarded on Dec. 1, 2019. The use of this cooperative will provide the City national discounts on these products.

 

Upon City Council approval of this item, participating agreements incorporating the City’s terms and conditions will be fully executed between the referenced vendors and the City.

 

Both the National Institute of Government Purchasing and the American Bar Association endorse use of Cooperative Agreements by municipalities and other public institutions. An established best practice in government procurement, Cooperative Agreements provide extensive benefits to procurement officials by leveraging volume purchasing for maximum cost benefit and ensuring best value.

 

Contract Term

This one-year contract term shall begin on or about Oct. 15, 2020, and end on Nov. 30, 2021.

 

Financial Impact

The aggregate contract value shall not exceed $21.5 million (including applicable taxes), with an estimated annual expenditure of $10,750,000. Funds are available in the Fire Department's budget.
