Request to authorize the City Manager, or his designee, to enter into a contract with Thermal Concepts, Inc. for Evaporative Cooling Cloth Hoods for the Fire Department. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $225,000.

Summary
This contract will provide the City of Phoenix Fire Department with Evaporative Cooling Cloth Hoods. The hoods are vital for the Fire Department to provide rehabilitation of firefighters after responding to fires. In addition, the hoods help with cooling the firefighter's body and neck, and reduces exposure to radiant rays from the sun through the process of evaporative cooling. This equipment is a critical part of the Fire Department's effort to provide life safety services to the public and for use in critical incidents and complicated scenes.
Procurement Information
Invitation for Bid (IFB) 19-042 was conducted in accordance with Administrative Regulation 3.10. The solicitation was emailed to 358 registered vendors and was publicly posted and available for download on the City's website. There were two offers received by the Procurement Division on October 19, 2018. The offers were evaluated on price, responsiveness to specifications and responsibility to provide the required goods and/or services. The price offered was determined to be fair and reasonable based on a comparison with previous contract pricing.
The Deputy Finance Director recommends that the offer from Thermal Concepts, Inc., be accepted as the responsive and responsible offer which offered the lowest overall cost to the City.
Contract Term
The five-year contract term shall begin on or about Jan. 1, 2019.
Financial Impact
The aggregate contract value will not exceed $225,000, with an estimated annual expenditure of $45,000. The appropriate funding is available in the Fire Department's budget.
