Request to authorize the City Manager, or the City Manager's designee, to enter into a fabrication and installation contract with Reeves Studios, L.L.L.P. in an amount not to exceed $490,000 for the Phoenix Sky Harbor International Airport Terminal 3 Modernization Public Art Project. Further request to authorize the City Controller to disburse all funds related to this item.

Summary
The Fiscal Year 2026-31 Public Art Plan includes funding for artwork for the new North Concourse at Terminal 3 at Sky Harbor International Airport. The new concourse construction, currently underway, is adding approximately 173,000 square feet of space for six new passenger gates. The concourse will further elevate the passenger experience with two site-specific public art installations and two artist designed terrazzo floors.
The Reeves Studios, L.L.L.P. team (Phoenix, AZ) was competitively selected on May 6, 2025, by a five-member artist selection panel, to design, fabricate, and install artwork for the new North Concourse at Terminal 3.
- Design was presented to and approved by the Aviation Executive Team and Steering Group on April 9, 2026, and July 24, 2026.
- Design was presented to the Phoenix Arts and Culture Commission on May 19, 2026.
- Installation of artwork is anticipated in July 2027.
Concurrence/Previous Council Action
The Arts and Culture Commission approved the fabrication and installation contract, not to exceed $490,000, on August 18, 2026, by a vote of 7-0.
The Phoenix City Council approved the design contract, not to exceed $100,000, on June 18, 2025 (Ordinance S-52126).
The Arts and Culture Commission approved the design contract, not to exceed $100,000, on May 20, 2025, by a vote of 11-0.
Contract Term
The contract will begin on or about September 9, 2026, and continue through December 31, 2027.
Financial Impact
The fabrication and installation contract will not exceed $490,000. Funding is available in the Office of Arts and Culture Capital Improvement Program budget.
