Description

Request to authorize the City Manager, or his designee, to allow the use of the H-GAC cooperative contract EC07-18 with Intrado Life & Safety Solutions Corporation for the supply of 9-1-1 Equipment & Emergency Notification Software and Services. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value is $10,000,000.

Summary

The City of Phoenix, as a political subdivision of the State and through the resolutions by the Maricopa Association of Governments (MAG) member agencies, was designated as the contracted agent for the 9-1-1 system in 1989. The Regional 9-1-1 Services was established as a section of the Phoenix Fire Department to oversee the 9-1-1 program. The 9-1-1 Administrator, head of the Regional 9-1-1 services, manages the 9-1-1 system throughout the Maricopa region. Responsibilities of the 9-1-1 administrator include budget and billing on behalf of the Public Safety Answering Points (PSAPs) in the Maricopa region, to the State 9-1-1 Office who manages the 9-1-1 fund.

 

The MAG Regional Council, Phoenix Fire, Regional 9-1-1 Services provide 9-1-1 services for the Phoenix Metropolitan Area ("Maricopa Region"), consisting of twenty-five 9-1-1 PSAPs throughout the greater Phoenix area. The State of Arizona has mandated the procurement be managed at the local level, providing a 9-1-1 grant funded by the Emergency Telecommunication's Fund. The grant funds will provide uninterrupted 9-1-1 services to all PSAPs in the Phoenix Region and allow agencies to manage the 9-1-1 contracts and secure the services on a local level.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement process, as set forth in the Phoenix City Code, Chapter 43. The H-GAC contract covers the purchase of 9-1-1 Equipment & Emergency Notification Software and Services for the Fire Department. The H-GAC contract was awarded on July 1, 2018. The use of this cooperative will provide the City national discounts on these products and services.

 

Contract Term

The contract term will begin on or about July 1, 2020 and end on or about June 30, 2025.

 

Financial Impact

Expenditures against this contract shall not exceed the aggregate amount of $10,000,000. Funds are available in the Fire Department's budget.
