Description
Request to authorize the City Manager, or his designee, to enter into a five-year contract with International Code Council, Inc., for the purchase of International Code Council reference materials and related training services. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $1,125,000 over the life of the contract.

Summary
This contract will provide reference materials and related training, as necessary, to the Planning and Development and Fire department staff conducting inspections and testing within the City of Phoenix limits. Training is a necessary requirement to ensure quality plan review and inspections, in accordance with the proper building codes. The Fire Department also will utilize this contract for the purchase of code books and associated training for the International Fire Code. The City of Phoenix is a member of the International Code Council and adopts various International Codes for various disciplines of work. The Planning and Development and Fire departments intend to review the 2018 International Codes and evaluate them for adoption with amendments.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a determination memo citing the proprietary and specialized nature of the needed goods and services.
Contract Term
The term of the contract is five years, which will begin on or about Feb. 1, 2018.
Financial Impact
The aggregate contract value will not exceed $1,125,000 over the life of the contract. The estimated annual expenditure is $225,000. Funds are available in the Planning and Development and Fire departments' budgets.
