Description
Request to authorize the City Manager, or his designee, to enter into a contract with Latin American Periodicals, LLC to provide Spanish Language Periodicals for the Library Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $120,000.

Summary
This contract will provide the Library Department with Spanish-language periodicals, including a highly popular fotonovela collection, for 17 physical branches and one bookmobile. These periodicals are important to the Phoenix Public Library's Spanish-speaking customers, and the orders are based on high demand from patrons' requests. These materials are not available for sale in stores or through any other entities. All residents of Maricopa County are eligible to obtain a Phoenix Public Library card and check out the materials.
Procurement Information
In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances - Without Competition. Latin American Periodicals, LLC is the only known vendor that provides topic-and-age-based bundles of Spanish-language periodicals and fotonovelas suitable for public library collections.
Contract Term
The contract will begin on or about January 12, 2027, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $120,000 for the five-year aggregate term.
Funding is available in the Library Department's operating budget.
