U.S. Department of Housing and Urban Development (HUD) Plans: Annual Agency Plan, Housing Choice Voucher Administrative Plan, Admissions and Continued Occupancy Policy, and Capital Fund Program - Citywide
Description
This report requests the Community Services and Education Subcommittee to recommend Assisted Housing Governing Board (AHGB) approval for the adoption of the Housing Department's HUD Plans: 2026-27 Annual Agency Plan, Section 8 Housing Choice Voucher Administrative Plan, the Public Housing Admissions and Continued Occupancy Policy, the Capital Fund Program, and the Capital Fund 5-Year Action Plan. There is no impact to the General Fund.

Summary
The City of Phoenix Housing Department is required by federal regulation to update and submit plans and policies to the U.S. Department of Housing and Urban Development (HUD) each year.
Annual Agency Plan
The Annual Agency Plan provides an annual overview of community needs and available resources, identifies methods to address the needs, and translates those methods into the Housing Department's policies and programs to meet local housing needs, goals, and objectives outlined in the Five-Year Agency Plan. Significant changes in the FY 2026-27 Annual Agency Plan include:
- Notification of HUD approval for the disposition application for the homeownership component of the Edison-Eastlake Choice Neighborhoods initiative.
- Notification of the financial closing for Horizon on Villa and commencement of construction.
- Notification of the financial closing for The Moreland Phase I.
- Notification of construction activities for Sidney P. Osborn, now known as Girasol, Phases I and II.
- Notification of HUD award for renewal of the ROSS Service Coordinator Grant through 2027.
- Notification of HUD award of a Choice Neighborhoods Planning Grant for the Marcos de Niza and Grant Park communities and the intent to apply for an implementation grant.
- Notification of future HUD Section 18 applications for Scattered Sites disposal, including intent to apply and utilize Tenant Protection Vouchers in 2026/2027.
- Notification of HUD approval for one Section 18 application totaling 53 Scattered Sites homes.
- Completion of Harmony at The Park III in the Edison-Eastlake Choice Neighborhoods community.
Housing Choice Voucher Administrative Plan
The Housing Choice Voucher (HCV) Administrative Plan has been amended to clarify and modify policies and to conform to changes in federal regulations and the Annual Agency Plan. Significant changes to the HCV Administrative Plan include:
- Emergency Housing Voucher (EHV) transition into HCV.
- Small Area Fair Market Rents.
- Veterans Affairs Supportive Housing (VASH) expansion: 100 new vouchers added.
Admissions and Continued Occupancy Policy
The Admissions and Continued Occupancy Policy (ACOP) has been amended to clarify and modify policies and to conform to changes in federal regulations and the Annual Agency Plan. There are no significant changes to the ACOP.
Capital Fund Program
The Capital Fund Program provides funding to rehabilitate and replace the systems and structures of the Housing Department’s Public Housing properties. The Capital Fund Program reflects the following improvements:
- Major rehabilitation of Maryvale Parkway Terrace completed. Maryvale Parkway Terrace is a senior public housing apartment complex with 108 units and a separate community center. The rehabilitation scope included the full remodel of all 108 units and the community center. Major systems were replaced, including the main sewer lines and electrical system.
- Implementation of the Rental Assistance Demonstration (RAD) Program at Aeroterra Phase II and III. This HUD program converts public housing units to project-based Section 8, providing a long-term, more reliable funding source for the property.
Concurrence/Previous Council Action
- On March 26, 2025, the AHGB approved the adoption of the Housing Department's previous year HUD plans and 2025-2029 5-Year Plan through Resolution Number 226.
Public Outreach
The Resident Advisory Board representing the Housing Department programs met on February 12, 2026, to consider these documents. As required by federal regulation, the public was given a 45-day notice to provide comments. A public hearing was held on February 17, 2026, to obtain input and comments from the public on these items. Comments are documented and considered before submission to HUD.
Financial Impact
There is no impact to the General Fund. All programs included are federally-funded.
