Description
Request to authorize the City Manager, or his designee, to execute an amendment to Agreements 158322 and 160482 with IRC West LLC dba Insta-Pipe SW for a name change to Mocon Pacific, Inc. to provide additional Job Order Contracting Services for the Water Services Department. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item.

On October 15, 2023, the City and IRC West LLC dba Insta-Pipe SW entered into Agreement 158322 for Sanitary Sewer Rehabilitation Job Order Contracting Services 4108JOC216.
On June 1, 2024, the City and IRC West LLC dba Insta-Pipe SW entered into Agreement 160482 for Large Diameter Sanitary Sewer Rehabilitation Job Order Contracting Services 4108JOC228.
On July 18, 2025, IRC West LLC dba Insta-Pipe SW notified the City of Phoenix of its name change from IRC West LLC dba Insta-Pipe SW to Mocon Pacific, Inc.
This amendment is necessary due to the merger finalized on June 13, 2025, between IRC West LLC dba Insta-Pipe SW and Mocon Pacific, Inc.
Contract Term
The term of the agreements remain unchanged from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The initial agreement values remains unchanged.
