Request to authorize the City Manager, or his designee, to accept Sunland Asphalt & Construction, Inc. as the lowest-priced, responsive and responsible bidder and to enter into an agreement with Sunland Asphalt & Construction, Inc. for Design-Bid-Build Services for the Gold Key Racquet Club Repaving Improvement District project. Further request to authorize the City Controller to disburse all funds related to this item. The fee for services will not exceed $221,490.

Summary
The purpose of this project is to provide pavement overlay and construction of ADA curb ramps and sidewalks in North Phoenix for the Gold Key Racquet Club Repaving Improvement District. The City Council adopted a Resolution, ordering a notice and call for bids for this project on Sept. 19, 2018.
Sunland Asphalt & Construction, Inc.’s services include, but are not limited to: constructing ADA curb ramps and sidewalks; providing pavement overlay through the use of Crack Seal and Rubberized Asphalt Concrete (Terminal Blend); and adjusting miscellaneous utility valves, manholes, and other ancillary items. These services will be provided in accordance with the City of Phoenix Supplement to and the Maricopa Association of Governments (MAG) Uniform Standard Specifications and Details for Public Works Construction.
Procurement Information
The selection was made using an Invitation for Bids procurement process set forth in section 34-201 of the Arizona Revised Statutes. Four bids were received on Oct. 16, 2018 and were sent to the Equal Opportunity Department (EOD) for review to determine subcontractor eligibility and contractor responsiveness in demonstrating responsiveness to Small Business Enterprise (SBE) requirements.
The Engineer's Estimate and the four lowest responsive, responsible bidders are listed below:

Sunland Asphalt & Construction, Inc.: $221,490.00
Regional Pavement Maintenance of Arizona, Inc.: $238,230.69
ABC Asphalt, LLC: $268,684.30
Paveco, Inc.: $285,534.15
The bid award amount is within the total budget for this project.
Contract Term
The term of the agreement is 120 calendar days from issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The agreement value for Sunland Asphalt & Construction, Inc. will not exceed $221,490, including all subcontractor and reimbursable costs.
Funding is available in the Street Transportation Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
