Description
Request to authorize the City Manager, or his designee, to enter into separate contracts with American Fire Equipment Sales & Service, CopperState Fire Protection, Desert Fire Services, LLC, RCI Systems, LLC, and Summit Fire Protection Company to provide regular testing, inspections, maintenance and repairs to fire alarm and fire suppression systems for the Public Works and Housing departments. This contract will have an aggregate total of approximately $13,677,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Public Works Department is responsible for proper operation and maintenance for fire alarm systems and fire suppression systems in City-owned buildings throughout the City. The Housing Department is responsible for fire alarm and fire suppression systems operation and maintenance at several City-owned public housing facilities. These contracts will provide regular testing and inspections of fire and life safety systems, fire alarm systems, fire sprinklers, fire hydrants and fire suppression systems. The contracts will also provide maintenance and repairs to these systems on an as-needed basis.
Procurement Information
Invitation for Bid 20-FMD-017 was conducted in accordance with Administrative Regulation 3.10. There were seven offers received by the Public Works Department on Oct. 9, 2019. The offers were evaluated based on price, responsiveness to all specifications, and the responsibility to provide the required services. The offers submitted by American Fire Equipment Sales & Service, CopperState Fire Protection, Desert Fire Services, LLC, RCI Systems, LLC, and Summit Fire Protection Company were deemed to be fair and reasonable.

Contract Term
The initial five-year contract term shall begin on or about Feb. 1, 2020, with one five-year option to extend, for a total contract option term of up to 10 years.
Financial Impact
This contract will have a $1,367,700 estimated annual expenditure, with a total aggregate amount not to exceed $13,677,000 over the life of the contract. Funds are available in the Public Works and Housing departments' budgets.
