Description

Request to authorize the City Manager, or his designee, to enter into a service agreement with Sweep Inc. for the retrieval and relocation of electric scooters for the Street Transportation Department in an amount not to exceed $99,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The City will be issuing revocable operating permits to electric scooter companies (Permit Holder) for the rental of scooters for a six-month downtown shared electric scooter pilot program (Pilot). Scooters will be owned and operated by the Permit Holder. There will be approximately 400 authorized and designated parking locations throughout the Pilot area. If a scooter renter fails to return their scooter to the designated parking area, it is the responsibility of the Permit Holder to collect their abandoned scooters and relocate them to an approved area within two hours of notification of an abandoned scooter. Should the Permit Holder fail to relocate abandoned scooters within the two hours, the City will retrieve or relocate the scooter and assess the Permit Holder a fee. Sweep Inc., on behalf of the City, will be responsible for locating, retrieving and relocating any abandoned scooters not collected by the Permit Holder. In addition, Sweep Inc. will be responsible for providing and staffing a 24-hour telephone and email line to accept abandoned scooter complaints.

 

Procurement Information

In accordance with Administrative Regulation 3.10, an informal procurement was conducted and one offer was received. The City deemed Sweep Inc. as responsive and responsible.

 

Contract Term

The contract term would be from Sept. 16, 2019 through March 15, 2020, which is the six-month pilot period. Provisions of the contract include an option to extend the term for six months, which may be exercised by the City Manager or his designee for a total term of one year.

 

Financial Impact

The aggregate value will not exceed $99,000. Funds are available in the Street Transportation Department's CIP budget. Costs will be recovered through the pilot program fees and revocable operating permit requirements.

The downtown shared electric scooter pilot program has been presented to Council Subcommittees and City Council as listed below:

  • The Aviation and Transportation Subcommittee recommended this item for approval on Jan. 22, 2019, by a vote of 3-0.
  • The Planning and Economic Development Subcommittee heard this item for information and discussion on Feb. 5, 2019, and also received an update for information and discussion on June 4, 2019.
  • The Aviation and Transportation Subcommittee heard this item on June 25, 2019.
  • City Council approved the Pilot on June 26, 2019.

 

Location

The main boundary of the Pilot is from 7th Avenue to 7th Street and from Buckeye Road to McDowell Road. The Pilot boundary includes an extension of the area bounded by Roosevelt Street and Grand Avenue, and a reduction of the northern boundary to Portland Street between 7th Avenue and Central Avenue.
