Summary
On May 12, 2017, the FCDMC announced the funding opportunity for capital project submittals for the fiscal year (FY) 2019 CIPPP. The FCDMC's CIPPP identifies potential capital projects for FCDMC participation. Flood control projects recommended through this procedure may become eligible to receive future FCDMC funding, subject to budgetary constraints and contingent upon approval by the FCDMC's Board of Directors. Projects should be submitted through this procedure between 12 and 36 months prior to the desired final design contract start date. The submittal deadline for the CIPPP is July 14, 2017.
Floodplain Management staff compiled a list of three priority projects to submit for consideration for funding for FY2019 under the FCDMC's CIPPP: (1) Rawhide Wash Project; (2) Mandan Street Flood Mitigation Project; and (3) Palm Lane and 30th Street Storm Drain Project. Several other City of Phoenix projects have previously been prioritized through the FCDMC CIPPP process and are awaiting funding and related Intergovernmental Agreements. These projects include: Skunk Creek Channel at Pinnacle Peak Road and 35th Avenue; 20th Avenue and Turney Avenue Detention Basin; Jefferson Street and I-17 Storm Drain; 27th Avenue and Dobbins Road Basins; South Phoenix / Laveen Drainage Improvement Project; and Circle K Park Detention Basin and Storm Drains.
The three projects that are proposed for the FY2019 submittal are described below:
(1) Rawhide Wash Project: The Rawhide Wash flood mitigation project is defined as the conveyance alternative presented in the Pinnacle Peak West (PPW) Area Drainage Master Study (ADMS). The northern limit of the project is approximately the Rawhide Wash alluvial fan apex located north of Happy Valley Road and the southern limit is the bridge crossing at Pinnacle Peak Road. The project improvements will include construction of new floodwalls and levees, augmentation of existing floodwalls and levees, and containment facilities for the Los Portones Drive crossing. The project will also include submittal of an application for a Federal Emergency Management Agency (FEMA) Letter of Map Revision (LOMR), revision to the apex discharge to 9,700 cubic feet of water per second (cfs), and re-delineation of the floodplain limits downstream of Scottsdale Road within City of Phoenix jurisdiction. Floodplain re-delineation within City of Phoenix jurisdiction will be based on existing condition drainage infrastructure, development activities, and topography that will reduce the existing Zone "AO" floodplain area. After completion of the proposed project, approximately 2,300 acres of developable land within City of Phoenix jurisdiction would no longer be designated in a FEMA delineated floodplain.
(2) Mandan Street Flood Mitigation Project: The Mandan Street flood mitigation project includes constructing a floodwall behind several residential structures adjacent to Phoenix Mountain Preserve. This project will help prevent flood hazards to several residential structures in the area, and is located in the Ahwatukee Area Drainage Master Plan (ADMP) area. The FCDMC will be the lead agency for project design, rights-of-way acquisition, construction, and construction management.
The proposed flood mitigation project will have minimal impacts within the Phoenix Mountain Preserves boundary adjacent to the affected residential properties. Because of the impacts, which is allowed in accordance with Phoenix Charter Chapter XXVI, City of Phoenix Mountain Preserves, Section 3(c) 4, the proposed flood mitigation project received approval from the Parks and Recreation Board on April 28, 2016.
(3) Palm Lane and 30th Street Storm Drain: A storm drain will be constructed along Palm Lane from 28th Place to 32nd Street. The new storm drain will connect to an existing 57 inch storm drain in 32nd Street. This project will mitigate flooding along Palm Lane and along 30th Street, and is located in the Metro ADMP area. The City will be the lead agency for the project design, rights-of-acquisition, construction and construction management.
Several other City of Phoenix projects have previously been prioritized through the FCDMC CIPPP process and are awaiting funding and Intergovernmental Agreements. These projects include: Skunk Creek Channel at Pinnacle Peak Road and 35th Avenue, 20th Avenue and Turney Avenue Detention Basin, Jefferson Street and I-17 Storm Drain, 27th Avenue and Dobbins Road Basins, South Phoenix / Laveen Drainage Improvement Project, and Circle K Park Detention Basin and Storm Drains.
Financial Impact
(1) Rawhide Wash Project (Conveyance only option): The total estimated project cost is approximately $20 million dollars, with a proposed FCDMC cost share of approximately $10 million dollars. The City of Phoenix and FCDMC will also work with the City of Scottsdale for possible cost share.
(2) Mandan Street Flood Mitigation Project: The total estimated project cost is $923,200, with a proposed FCDMC cost share of up to 50 percent.
(3) Palm Lane and 30th Street Storm Drain Project: The total estimated project cost is $2.2 million dollars, with a proposed FCDMC cost share of up to 50 percent.
The projects submitted do not constitute any financial obligation on behalf of the City at this time. Any project accepted by the FCDMC through this procedure would be subject to project-specific negotiations and would require a separate intergovernmental agreement between the City and the FCDMC with subsequent Council action and proposed sources of City funding to cover the required match.
Concurrence/Previous Council Action
The Transportation and Infrastructure Subcommittee recommended City Council approval to apply for FCDMC funds for Flood Control Projects under the Capital Improvement Projects Prioritization Process (CIPPP) on June 13, 2017 by a vote of 4-0. These Projects are, (1) Rawhide Wash Project, (2) Mandan Street Flood Mitigation Project, and (3) Palm Lane and 30th Street Storm Drain Project.
Location
(1) Rawhide Wash Project (Conveyance only option): The northern limit of the Project is generally the Rawhide Wash alluvial fan apex located north of Happy Valley Road and the southern limit is the bridge crossing at Pinnacle Peak Road.
(2) Mandan Street Flood Mitigation Project: The proposed floodwall will be constructed in the vicinity of Mandan Street and Sacaton Street.
(3) The Palm Lane Storm Drain Project is located west of 32nd Street and north of McDowell Road.
