Description

Request to authorize the City Manager, or his designee, to enter into a contract with G4S Secure Solutions (USA) Inc. (Vendor 3516751) for security guard services at Public Transit and Water Services department locations. Further request authorization for the City Controller to disburse funds in an amount not to exceed $15.5 million.

Summary

The Contractor will supply licensed, unarmed uniformed security guards, equipment, supplies, and supervision as necessary to provide high quality security services for the City of Phoenix Public Transit and Water Services departments. The guards will provide security services for Public Transit at all eight Park-and-Ride locations, five Transit Centers, three operation and maintenance facilities, and nine Water Services Department facilities and multiple remote sites. Additionally, the contract provides for addition or deletion of locations as necessary throughout the contract term.

 

Procurement Information

RFP PTD17-007 was conducted in accordance with City of Phoenix Administrative Regulation 3.10. On Feb. 14, 2017, nine proposals were received from the following proposers: Allied Universal Security; American Guard Services, Inc.; Anderson Security Agency, Ltd.; APG Southwest dba Covey Security; First Coast Security; G4S Secure Solutions (USA) Inc.; IPSA Security Services; Vet-Sec Protection Agency; and Whelan Security of California, Inc.

 

An evaluation committee was appointed to conduct detailed evaluations of the proposals, establish a competitive range, and select the proposer to receive the contract award. The committee consisted of qualified staff from the City of Phoenix Public Transit and Water Services departments.

 

The Request for Proposals included the following evaluation criteria: experience and expertise (400 points), methodology (400 points), and proposer's total price (200 points). The final scoring for the three highest ranked proposals is as follows:

 

G4S Secure Solutions (USA) Inc. - 904 points

First Coast Security - 834 points

IPSA Security Services - 736 points

 

Contract Term

The initial contract term shall begin on or about July 1, 2017, and end on June 30, 2019. Provisions of the agreement include options to extend the contract up to three additional years in increments of up to one year, which may be exercised by the Public Transit Director, in coordination with the Water Services Director, if in the City's best interest to do so.

 

Financial Impact

The aggregate contract value, including all option years, shall not exceed $15.5 million with an estimated annual expenditure of $3.1 million. Funds are available in the Public Transit and Water Services departments' operating budgets.
