Description
Request to authorize the City Manager, or the City Manager's designee, to enter into contracts with Pioneer Title Agency, Inc. and Security Title Agency, Inc. to provide title and escrow services for Citywide use. Further request to authorize the City Controller to disburse all funds related to this item. The total combined value of the contracts will not exceed $1,140,000. Request to apportion the total combined value among the contract awardees based on the City's needs and resources at the City Manager's, or the City Manager designee's, discretion.

Summary
This contract will provide City departments with professional title and escrow services to support property rights transactions, including acquisitions and dispositions. These services include, but are not limited to: title reporting, escrow agency functions, escrow account servicing and the issuance of title insurance policies for Citywide municipal real estate transactions.
Procurement Information
A Request for Proposal procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Two vendors submitted proposals deemed responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following criteria with a maximum possible point total of 1,000 points:
- Capacity (0-330 points)
- Method of Approach (0-250 points)
- Qualifications and Experience (0-220 points)
- Pricing Proposal (0-200 points)
After reaching consensus, the evaluation committee recommends award to the following vendors:
- Pioneer Title Agency, Inc. - 630 points
- Security Title Agency, Inc. - 760 points
Contract Term
The contracts will begin on or about November 1, 2026, for a five-year term with no options to extend.
Financial Impact
The total combined value of the contracts will not exceed $1,140,000.
Funding is available in various departments' Operating budgets.
