Description
Request to authorize the City Manager, or his designee, to enter into a contract with SimCom International, Inc. dba SimCom Aviation Training, Inc. to provide the Phoenix Police Department with aviation pilot simulator training for the operation of the Pilatus PC-12. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $218,710.

Summary
The Police Department's Tactical Support Bureau, Air Support Unit, requires aviation pilot simulator training for the safe operation of the Pilatus PC-12. The Pilatus PC-12 is a turboprop passenger and cargo aircraft utilized by the Department since 2009. To ensure training is as realistic as possible, the SimCom simulator is constructed using actual aircraft and avionics components. The simulator is equipped with the APEX avionics programming system and is certified by the Federal Aviation Administration (FAA). The use of the simulator training re-creates flight in various environments in which pilots will encounter; the equations that govern how aircraft flies; how the aircraft reacts to application of flight controls; the effects of other aircraft systems; and how the aircraft reacts to external factors. Recurrent training provides the pilots updates to aircraft procedures and improves pilots' flight proficiency and safety.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a Special Circumstance Without Competition Determination Memo citing SimCom International, Inc. dba SimCom Aviation Training, Inc. as the only provider of the Pilatus PC-12 simulator training in Arizona allowing for travel and accommodation cost savings. The determination memo was completed and approved by the Deputy Finance Director recommending the procurement with SimCom International, Inc. dba SimCom Aviation Training, Inc. be accepted.
Contract Term
The five-year contract term will begin on or about Sept. 19, 2019, and end on or about Sept.18, 2024.
Financial Impact
The expenditures against this contract shall not exceed the aggregate amount of $218,710. Funds are available in the Police Department's budget.
