Request to Apply for and Accept Federal Fiscal Year 2025 Assistance to Firefighters Grant Program Funds (Ordinance S-53055) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to apply for, and accept, if awarded, up to $1,093,559.27 from the Federal Fiscal Year 2025 Assistance to Firefighters Grant (AFG) Program to fund Automatic Chest Compression devices. Further request authorization for the City Treasurer to accept, and for the City Controller to disburse, all funds related to this item.

Summary

The AFG Program, administered by the Federal Emergency Management Agency, is intended to support the nation's fire service by providing vital funding to local fire departments nationwide. The primary goal of the program is to meet the firefighting and emergency response needs of fire departments, nonaffiliated emergency medical service organizations, and State Fire Training Academies. Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources necessary to protect the public and emergency personnel from fire and related hazards.

 

Automatic Chest Compression Device Project

This project will procure 55 Automatic Chest Compression (ACC) devices for use on Advanced Life Support response calls involving CPR. An automatic chest compression device is a portable, battery-powered medical device that delivers continuous, mechanical CPR to cardiac arrest patients. By replacing human fatigue, it ensures guideline-compliant compressions at a precise rate and depth, freeing up first responders to focus on other life-saving tasks. Additionally, and more importantly, utilizing the ACC during patient transport allows firefighters to remain safety belted in the back of the ambulance.

 

Peer Fitness Trainer (PFT) Program Certification

The PFT Certification Training project will train and certify PFD members as Peer Fitness Trainers. The goal of this project will be to certify PFD Peer Fitness Trainers who can then deliver health and wellness training within the department. The funds will be used to train and certify 10 members as Peer Fitness Trainers and Certified Nutrition Specialists.

 

Since 2008, the Fire Department has received more than $7 million in AFG funding. These grants were used to purchase portable radios, thermal imaging cameras, Incident Safety Officer System training, Automatic Chest Compression devices, Peer Support Team Training, Physical Therapy Equipment upgrades, Peer Fitness Instructor Training, and Fire Ground Survival Training and Equipment.

 

Procurement Information

The Fire Department will administer the grant in accordance with Administrative Regulation 3.10.

 

Contract Term

The grant Period of Performance is twenty-four months and projected to begin on or around September 1, 2026.

 

Financial Impact

The grant is anticipated to have a 15 percent required cost match of approximately $142,638.17; funds are available in the Fire Department's operating budget.
