Industrial Automation Training Contract - RFA-26-0108 Request for Award (Ordinance S-52966) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with the International Society of Automation to provide industrial automation, operations, and security training, as well as certification for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $700,000.

Summary

This contract will provide comprehensive industrial automation, training, development, and certification programs. The Water Services Department (WSD) staff must remain current with emerging technologies in the industrial automation industry. These programs will advance the knowledge and skills of staff to ensure continued compliance, operational efficiency, security readiness, and reliable management of critical infrastructure.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances without Competition. Due to the proprietary nature of the product and services, International Society of Automation (ISA) is the exclusive provider of ISA standards-based training, ISA certificates, and ISA certification programs.

 

Contract Term

The contract will begin on or about July 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The aggregate contract value for will not exceed $700,000 for the five-year aggregate term.

 

Funding is available in the Water Services Department's Operating budget.
