Description

Request to authorize the City Manager, or his designee, to enter into a contract with Ray Allen Manufacturing LLC (Vendor 3022362) for services associated with canine equipment and supplies for the Police Department. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

Under the contract, Ray Allen Manufacturing will provide items for canine training equipment, items to care for the canines, and other miscellaneous items that will be used for the training and care of the canines for the Phoenix Police Department, as necessary. The Police Department utilizes these canines to assist in various jobs that humans are not capable of doing. The canines engage with suspects as needed and often perform specific, dangerous tasks. These items are vital for maintaining the canine training regimen and ensure their efforts in the field for public safety.

 

Procurement Information

Invitation for Bids (IFB) 17-132 was conducted in accordance with Administrative Regulation 3.10.  The following offers were received by the Procurement Division on Feb. 17, 2017.

 

Ray Allen Manufacturing LLC:  $13,213.97

Elite K9 Inc.:  $14,231.30

Leerburg ENT:  $20,199.79

 

The Deputy Finance Director recommends that the offer from Ray Allen Manufacturing LLC be accepted as the lowest-priced, responsive and responsible offer.

 

Contract Term

The term of the contract is five years, which will begin on or about June 1, 2017.

 

Financial Impact

The aggregate contract value will not exceed $70,000 over the life of the contract, with an estimated annual expenditure of $14,000.  Funds are available in the Police Department's budget.
