Description

Request to authorize the City Manager, or his designee, to enter into contracts with consultants Karen Kruse and Rory Hayes to provide the Water Services Department representation at the Arizona State Legislature, Governor's Office, and other State agencies. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Department is seeking a six-month interim contract for the following services: assist with the City’s State Legislative agenda, represent the City’s interest at the Arizona State Legislature, assist the City with Executive branch and State agencies, and coordinate the City representation with subcontractor(s).

 

Procurement Information

The Water Services Department is engaged in sensitive and time-dependent discussions regarding water rights issues with executive branch and state agencies, and therefore needs to avoid a disruption in services. For this reason, a Special Circumstances Determination was approved on June 9, 2017, authorizing a non-competitive contract award.

 

Each consultant will receive an amount not to exceed $2,500 per month per consultant. The Water Services Department recommends acceptance of these two contractors as responsive and responsible, whose rates are determined to be fair and reasonable, and the most advantageous to the City.

 

Contract Term

The contract term shall be for six months, beginning on or about July 15, 2017, with an end date of Jan. 31, 2018.

 

Financial Impact

The aggregate value of the two contracts will not exceed $30,000 (including applicable taxes). Funds are available in the Water Services Department's operating budget.
