Legal Processing, Notary, and Related Services Contract - COOP 26-0051 - Request for Award (Ordinance S-53039) - Citywide

 

Description

Request to authorize the City Manager, or the City Manager's designee, to enter into contracts with Cam Montrose, LLC dba Fast Track Legal, and Nationwide Legal Services, LLC, to provide legal processing, notary, and related services for citywide use. Further request to authorize the City Controller to disburse all funds related to this item. The total combined value of both contracts will not exceed $270,000.

Summary

These contracts provide legal processing, notary, and related services to support citywide departments. These services are used primarily by the Neighborhood Services Department and the Law Department to deliver a wide array of legal notices to residents and businesses, including construction violations, investigative actions, court proceedings, public notifications, and other related matters.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Alternative Competition. The State of Arizona's Legal Processing, Notary, and Related Services contracts were awarded through a competitive process, consistent with the City's procurement process, as set forth in the Phoenix City Code, Chapter 43. Utilization of these cooperative agreements allows the City to benefit from the State of Arizona's pricing and ensures uninterrupted service.

 

Contract Term

The contracts will begin on or about August 1, 2026, for a four-year term, with a one-year option to extend.

 

Financial Impact

The aggregate combined contract value of both contracts will not exceed $270,000 for the five-year aggregate term.
