Description
Request to authorize the City Manager or his designee to enter into contracts with ADW Communication Services, Inc.; Alcacell LLC; Arizona West Builders and Communication, Inc.; High Desert Communications, Inc.; Legacy Wireless Services, Inc.; and Towerworks LLC to provide communication tower inspection, maintenance and repair services for the Information Technology Services Department (ITS). Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $1,825,000, to be apportioned on an as-needed basis in varying amounts among the six contracts.

Summary
This contract will provide as-needed communication tower inspection, maintenance and repair services at communication sites operated by ITS in support of the Regional Wireless Cooperative and other city departments. Services include tower inspections, preventative maintenance and repair services supporting the radio infrastructure and communications equipment used by public safety. The communications sites are located in and around the City of Phoenix and surrounding areas with a distance of up to 3.5 hours from central Phoenix. This contract will allow for purchasing of additional equipment and technical support services on an as-needed basis for large or specialty jobs and for additional support in the case of an emergency. Additional services include supervision, labor, tools, materials and equipment necessary to perform inspection, maintenance, repair, installation or removal of equipment and cabling, tower remediation or modification, testing and structural engineering analysis. These services are vital to the safety, integrity and successful operation of regional public safety communications.

An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Seven vendors submitted bids and six were deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:
