Description
Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with Alcacell LLC; Cache Valley Electric Company; and Engineering Wireless Services, L.L.C. to provide In-Building Radio Frequency Coverage Services for citywide use. Further request to authorize the City Controller to disburse all funds related to this item. The aggregate value of the contracts will not exceed $872,500.

Summary
This contract will provide services that allow for enhancements to radio coverage in existing buildings as well as new construction and leased space. Services include, but are not limited to, installation of distributed antenna systems and bi-directional amplifiers. These radio frequency enhancement services help to improve emergency services for first responders and security staff within City-owned or leased buildings. The City has adopted the National Fire Code and is now responsible for determining if a structure meets public safety communication requirements and whether it follows guidelines as outlined in the City of Phoenix Fire Code and National Fire Protection Association. Primary users include the Information Technology Services, Aviation, and Phoenix Convention Center departments.

An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Four vendors submitted bids, and three were deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:

Contract Term
The contract will begin on or about September 9, 2026, for a five-year term with no options to extend.
