Authorization to submit a Low-Cost Extension request of Head Start Birth to Five Program
Description
This report requests the Economic Development and Housing Subcommittee, which serves as the Head Start Birth to Five Program Governing Board, to authorize the Human Services Department to submit a Low-Cost Extension request for Head Start grant 09CH011050-05 of up to $10 million to the U.S. Department of Health and Human Services from Fiscal Year (FY) 2023-24 into FY 2024-25 and amend contracts to move one-time monies to the Education Service Providers and Child Care Partnerships for necessary health and safety items. Further request authorization to extend the liquidation period through June 29, 2027. There is no impact to the General Fund.

Summary
The Head Start Birth to Five Program has unexpended funds and requests a Low-Cost Extension of up to $10 million. The extension will provide the necessary time to obligate the unspent funds for ongoing projects and extend the liquidation period through June 29, 2027. It will extend two Child Care Partnerships from July 1, 2024, through Jan. 31, 2025, and reissue a solicitation for 84 Early Head Start slots that were not awarded previously due to an unresponsive proposal.
The two-year liquidation request will allow the necessary time to complete three building projects. First, a modular building will be constructed in the Deer Valley Unified School District to replace the current 30-year-old building housing a Head Start classroom. Second, an administrative modular building will be added to the Booker T. Washington Child Development Center, which has outgrown the current building due to increased slots. Lastly, a community hub will be located at the Calvary United Methodist Church in Maryvale, which will have two Head Start classrooms, office space for Head Start Birth to Five staff, and open space for community-based agencies.
Contract Term
The remaining year of the contract term is July 1, 2023, to June 30, 2024. Upon approval, the contract term will be extended to June 29, 2025, and the liquidation period will be extended through June 29, 2027.
Financial Impact
The grant funding is from the U.S. Department of Health and Human Services, Administration for Children and Families. There is no impact on the General Fund.
