Description
Request to authorize the City Manager or his designee to enter into contracts with CenturyLink Communications, LLC dba Lumen Technologies Group and Cox Arizona TelCom, LLC, on behalf of itself and its affiliates, including and not limited to Cox Communications Arizona, LLC to continue to provide carrier and broadband provider services for citywide use. Further request an exception to the indemnity and assumption of liability provisions of Phoenix City Code Section 42-18. Further request to authorize the City Controller to disburse all funds related to this item. The total combined value of the contracts will not exceed $2,100,000. Request to apportion the total combined value among the contract awardees based on the City's needs and resources.

Summary
This contract will provide City departments with carrier and broadband provider services for telecommunication lines, circuits and related technologies used across the organization. These services include internet connectivity, phone lines, data circuits and distributed denial-of-service protection. The existing services and associated expenses are essential to maintaining City operations as they provide the telecommunications infrastructure needed to support a wide range of departmental functions.
Procurement Information
In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Alternative Competition. These cooperative contracts were established by the State of Arizona using a process consistent with the City's procurement process set forth in Phoenix City Code Chapter 43. The City will utilize CenturyLink Communications, LLC dba Lumen Technologies Group (State Contract CTR075598), and Cox Arizona TelCom, LLC, on behalf of itself and its affiliates, including and not limited to Cox Communications Arizona, LLC (State Contract CTR075603), to benefit from statewide government pricing, volume discounts and flexibility to adopt open-standard products and emerging technologies in rapidly evolving telecommunications and broadband markets.
Contract Term
The contract will begin on or about August 26, 2026, and extend through February 26, 2027, with a six-month option to extend.
Financial Impact
The total combined value of the contracts will not exceed $2,100,000.
Funding is available in various City departments' budgets.
