Request to retroactively authorize the City Manager, or the City Manager's designee, to apply for, accept and, if awarded, enter into an agreements for the disbursement of federal funding from the U.S. Department of Transportation (USDOT) for Federal Fiscal Year (FFY) 2026 Safe Streets and Roads for All (SS4A) grant opportunity. Further request to authorize the City Treasurer to accept, and the City Controller to disburse, all funds related to this item. The total grant funds applied for will not exceed $25 million, and the City's local match will not exceed $6.25 million for a total of $31.25 million.

On May 26, 2026, the Street Transportation Department submitted a grant application to improve a 3.5-mile corridor on 27th Avenue from Campbell Avenue to Northern Avenue. The project improvements aim to eliminate fatal and serious injury crashes along one of Phoenix’s highest-crash corridors. The scope includes safety enhancements, such as High-Intensity Activated Crosswalks, improved street lighting, sidewalks, Americans with Disabilities Act improvements, and intersection safety treatments. The project scope also includes deployment of intersection technology to improve safety for all roadway users as well as developing a Safe Routes to School Program for two elementary schools in the project area.
The SS4A grant submittal deadline was May 26, 2026.
Financial Impact
The estimated total cost for the project is approximately $31.25 million. The maximum federal participation rate is 80 percent, with a minimum local match of 20 percent of the total eligible project cost. If awarded, the federal match would not exceed $25 million (80 percent), and the City’s costs would be approximately $6.25 million (20 percent) for the local match.
Funding for the local match is available in the Street Transportation Department’s Capital Improvement Program budget.
