Description

Request to authorize the City Manager, or his designee, to enter into an agreement with ABM Industry Groups, LLC to provide transit facilities maintenance services. Also request to authorize execution of amendments to the agreement as necessary within the Council's approved expenditure authority as provided below. Further request to authorize the City Controller to disburse all funds related to this item. The total cost of the agreement if entered with ABM Industry Groups, LLC will not exceed $15 million.

Summary

The purpose of this agreement is to provide complete facilities maintenance services at all of the City of Phoenix's public transit properties, which includes three operating garages, eight park-and-rides, five transit centers, and one office building. Contractor services include: (1) scheduling, supervising, and tracking of all repairs and assets; (2) providing 24-hour emergency response services as needed to keep the public transit properties and services operational; and (3) completing required maintenance to the facilities and its components, such as fire and life safety components, heating and ventilation, bus fueling, bus washing, and bus lifts.

 

The Facilities Maintenance contract is critical to the upkeep of Public Transit infrastructure, including fire, life and safety components. The current contract expires June 30, 2020, and the new contract allows maintenance to continue at all 18 Public Transit facilities to support bus operations, including fueling, and maintaining facilities in a state of good repair as required by the Federal Transit Administration.

 

Procurement Information

The selection was made using a Request for Proposal (RFP) procurement process in accordance with Phoenix's Administrative Regulation 3.10. The three vendors listed below submitted proposals. All proposers were found to be responsible and all proposals were found to be responsive.

 

The evaluation panel recommendation was reached by consensus in consideration of published selection criteria. The proposers and results are:

  • ABM Industry Groups, LLC: 863 points (proposer recommended for award)
  • George S. Hall, Inc.: 622 points
  • Paragon Services, LLC: 520 points

 

Contract Term

The five-year agreement will begin on or about July 1, 2020.

 

Financial Impact

The total cost of the agreement if entered with ABM Industry Groups, LLC will not exceed $15 million. Funding is available for the first year of the agreement in the Public Transit Department’s proposed 2020-2021 Operating Budget.
