Description
Request to authorize the City Manager, or his designee, to execute an amendment to Agreement 139658 with CH2M Hill Engineers, Inc. (CH2M Hill), to provide continued Project Management Support and Inspection Services for the Phoenix Sky Harbor International Airport (PSHIA) Terminal 4 North Apron Reconstruction project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The additional fee for services included in this amendment will not exceed $2 million.

Summary
The purpose of this project is to remove and replace the concrete pavement panels in the Terminal 4 North Apron area that are displaying degradation from a chemical alkali-silica reaction (ASR). ASR occurs in Portland cement concrete pavement when a certain type of silica sand is used in the rock material as part of the concrete mix. The concrete panels were placed in 1989, and ASR has resulted in accelerated deterioration of the pavement, as evidenced by surface cracking and spalling.
The amendment is necessary because this is a multi-phased project that will span several years in order to align with Federal Aviation Administration (FAA) grant funding availability beginning in Fiscal Year 2019-20. PSHIA staff have been actively and systematically replacing the impacted concrete panels when funding was available. The amendment will provide additional funds and time to the agreement.
CH2M Hill's additional services include, but are not limited to: attend coordination meetings with the designer, the Construction Manager at Risk (CMAR), and stakeholders; provide constructability reviews; and review and evaluate the CMAR's schedule, project sequencing, inspection, reporting, documentation, and closeout process for the project. CH2M Hill will function as an extension of Aviation staff.
Contract Term
The term of the agreement for this amendment is 912 calendar days from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
- The initial agreement for project management and inspection services was executed for a fee not to exceed $1,797,391.56, including all subconsultant and reimbursable costs.
- Amendment 1 increased the agreement value by $1,648,400.64, including all subconsultant and reimbursable costs.
- Amendment 2 will increase the agreement by an additional $2 million, for a new total not-to-exceed agreement value of $5,445,792.20, including all subconsultant and reimbursable costs.
Funding for this amendment is available in the Aviation Department's Capital Improvement Program budget. Staff anticipates reimbursement from an FAA grant in Fiscal Year 2019-20, and in future fiscal years. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendments. Payments may be made up to the agreement limits for all rendered agreement services, which may extend past the agreement termination.
