Description

Request to authorize the City Manager, or his designee, to execute an amendment to Contract 145672 with Hach Company to add additional funding for purchase of equipment supplies and products for water testing and monitoring for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The additional funds will not exceed $286,756, for a new total contract value not to exceed $2,136,736. Funding is available in the Water Services Department's Capital Improvement Program budget.

Summary

The Water Services Department (WSD) requires additional funding to complete the replacement of on-line compliance turbidimeters. Turbidimeters are required by WSD to perform analytical tests and gather on-line data to ensure compliance with the Safe Drinking Water Act, Arizona and National Pollutant Discharge Elimination System permits, Arizona Aquifer Protection permits and Arizona Water Reuse permits. Hach Company provides routine preventative maintenance, calibration services and repair services for testing and monitoring equipment. This includes bench-top meters, on-line meters, on-line analyzers and flow meters.

 

The reason for this amendment is, as of July 2019, Hach Company will no longer support turbidimeter model 1720E; it is being replaced by model TU5300, and the Water Production Division requires additional funding to complete the replacement of approximately 95 on-line compliance turbidimeters. Water Plant Instrumentation & Control Technicians will install the new turbidimeter units.

 

Financial Impact

The initial contract with Hach Company was executed for a fee not-to-exceed $1,849,980. This amendment will increase the contract value by $286,756, for a new total contract value not to exceed $2,136,736. Funding is available in the Water Services Department's CIP budget.

 

Concurrence/Previous Council Action

The City Council approved Contract 145672 (Ordinance S-43688) on June 21, 2017.
