Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Carollo Engineers, Inc. (Phoenix) to perform design services and possible construction administration and inspection (CA&I) services, for the 24th Street Water Treatment Plant (WTP) Rehabilitation 2017 project. Further request authorization for the City controller to disburse all funds related to this item.

 

Additionally, request authorization for the City Manager, or his designee, to take action as deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The 24th Street Water Treatment Plant is a conventional water treatment facility with the capacity to treat 140 million gallons per day (MGD). The WTP treats Salt River Project water with various operations and processes. It was constructed in the 1950s and 1960s, and upgraded in the 1990s and 2000s. A condition assessment of the 24th Street WTP treatment systems indicated that various treatment systems are deteriorating and are in need of rehabilitation/replacement, due to age and usage. The City anticipates the treatment systems to be rehabilitated/replaced include flocculation basins, sedimentation basins, junction boxes, other concrete structures, filter valves, raw water inlet pipelines, sludge blowdown pipelines, main switchgears, and other electrical equipment.

 

Carollo Engineers, Inc. will provide design services and possible construction administration and inspection services to meet the rehabilitation/replacement goals. The design services also include a condition assessment of the 24th Street WTP treatment systems before the design work begins to make sure that the conditions of all treatment systems have been fully assessed and that the items to be rehabilitated/replaced have been prioritized based on the up-to-date condition assessment.

 

Procurement Information

Carollo Engineers, Inc., was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes (A.R.S.). Pursuant to the A.R.S. Title 34, the City is not to release the scoring of firms until a contract has been awarded. Only two firms submitted and their rankings follow:

Contract Term

The contract term of the design services will be two years from the issuance of Notice to Proceed. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties and work may extend past the termination of the contract. No additional contract work scope may be executed after the end of the contract term.

 

Financial Impact

Carollo Engineers, Inc.'s fee will not exceed $2,400,000, which includes all subconsultants and reimbursable costs. Funds are available in the Water Services Department's Capital Improvement Program budget. Contract payments may be made up to the contract limits for all rendered contract services, which may extend past the contract termination.
